Note that the CD4060 is a pulse counter. For it, it does not matter if the next pulse is a millisecond or an hour later, nor if the next-next pulse is also a millisecond ... or an hour later. So, in itself, it does not keep track of time, even less can be said about "accurate" timing. It just counts. And missing few pins (Q10, as example).

Also note that the article in the supplied reference gives two different pinouts for this IC. Check the proper datasheet.
