Newbie. Trying to understand Solar Light Circuit

I bought a solar light at Dollar Tree. I wanted to understand how it works. I got the small circuit board out with battery and tiny light which I think is an LED. I did a voltage measurement at the output. It read 1.25 volts when dark. The light is on when dark. Everything I read says that LEDs are powered by 3 volts. I can find a 1.5 volt infrared LED but not a 1.5 volt bright white. Did Dollar Tree find a light that works off of 1.5 volts with 20mA or less draw? Or what am I missing? I did attach a 3 Volt LED to the circuit and it will not light that up. I do not see an inductor in the circuit. Thanks for any help.
