EMP

This may be the wrong place for this Q, so either thank you or Sorry, whichever applies. I am NOT electronically gifted! I am writing a story in which a character needs to build a reasonably powerful non-nuclear EMP device. I gather it involves an electromagnetic field produced by wire around current and sudden interruption. My character has access to high voltage line (700,000v),AC or DC (whichever works best) and explosives. Can anyone give me description of how that might work? It is 50 years in the future so we can give some novel tech as needed (e.g. super capacitor, etc).
