With "Automatic Gain Control" to stabilize output.
For ~ 50 cps R1 & R2 should be about 3.19k
AGC samples the Negative peak. Zener D2 + D1 sets output voltage.
R3 is set to a high value, to reduce amplifier gain, so several seconds are used to stabilize output.
Reduced gain reduces wave distortion.
