WARNING - This circuit can create RF interference to unusually high frequencies. Shield everything. Relay charges C - C discharges through L creating oscillations. Make LC connections as short as practical. L is a couple of turns of copper tubing on a TV Flyback transformer. Output voltage has less to do with turn ratios, and more effected by LC 'Q'. So make 'C' large, and 'L' small, to keep the 'Q' high.
