Current regulator doesn't work

Hi, I'm trying to build a current regulator using multiple LM317s. I've had a go here: https://www.circuitlab.com/circuit/4ttpa5/current-regulator/ What I'm hoping should happen is the reading of the ammeter should remain the same even if the resistance of the lamp changes.
