Unstable voltage

Hi guys! I have issue with something I hope you can help. I actually bought a DC to DC converter that requires an input of Range: 12V-24V and the output is 5V 3A. I bought it because of the high amperage. Recently I measured the output voltage it was 7.26V. I find it unstable, the device that im using it for requires 5V 3A. Can I use a resistor and a 5v zener diode to keep it at 5v? If I do so, would the zener diode be able to support the 3A? I would appreciate your feedback. Thanks in advance!

Have you tried applying a modest load to keep it honest? Perhaps 50 mA, that's 100 ohms quarter watt.
